At Team Select Home Care, we’ve long supported family-centered care models that empower parents, grandparents, and other relatives to become paid, trained caregivers for their own children. That’s why we’re proud to have contributed to a new national white paper, “The Family CNA Model: Supporting Families and Improving Care for Children with Medical Complexity,” developed in partnership with Family Voices, Health Leads, and the Lucile Packard Foundation for Children’s Health. The full analysis and publication were led by Manatt Health, a national thought leader in Medicaid policy and health equity.

This white paper outlines how Medicaid-supported Family CNA programs, like those offered in Colorado, Arizona, and now developing in Florida through SB 1156 can address the home care workforce shortage, reduce hospitalizations, improve outcomes, and help families stay financially secure.

What Is the Family CNA Program?

The Family CNA model allows qualifying family members, such as parents, grandparents, or siblings, to receive free training, become state-certified, and get paid through a home health agency like Team Select to provide care for their medically complex child at home.

While program names vary by state, the intent is the same: to support families in delivering high-quality, person-centered care. Here’s how different states refer to their programs:

Why It Matters

Children with medical complexities often need 24/7 care, such as feeding tube management, trach support, and seizure monitoring. With a shortage of skilled home care professionals, families are often left to manage this care on their own, unpaid and untrained.

The Family CNA model fills this gap by offering:

  • Licensed training for family members to join the professional care workforce

  • Improved care consistency from someone who knows the child best

  • Financial support so families don’t have to choose between income and caregiving
