At the heart of quality home healthcare lies passionate leadership—and Cera Hopkins, Director of Operations at our Fort Worth Branch and State Administrator for Texas, exemplifies just that.
Recently, Cera took her dedication a step further by partnering with the Texas Association of Home Care & Hospice (TAHCH). Together, they met with seven key state legislators at the Capitol to push forward a crucial initiative: a 21% rate increase for Private Duty Nursing (PDN) services in Texas.

Why This Matters for Home Health Nurses and Families
For families who rely on private duty nursing to care for loved ones with complex medical needs, support from the state is essential. Unfortunately, Texas Medicaid reimbursement rates for home health and PDN services has seen a 2% changed increase in the last 30 years—including a minor adjustment during the last legislative session.
That’s three decades without meaningful financial recognition for the critical, around-the-clock care that private duty nurses provide. While we appreciate the efforts made during the last session, there’s still a long way to go. Nurses are struggling, families are feeling the pressure, and the home healthcare industry in Texas is in dire need of attention.
Standing Strong for the Home Health Community
Cera’s advocacy was both impactful and inspiring. She shared firsthand stories and data on how this long-overdue rate increase could benefit not just the nurses, but the families who depend on PDN care every single day. Her message was clear: our nurses and families deserve better—and they deserve to be heard.
Looking Ahead For Private Duty Nurses
Change won’t happen overnight, but thanks to strong leadership and community-driven action, we’re closer than ever. We remain committed to pushing for progress in the private duty nursing sector and ensuring that the voices of our nurses and families are represented at every level of decision-making.
Together, we’ll continue to advocate for a sustainable future for home healthcare in Texas—because the people who provide and rely on these vital services matter.
